steam tells my i do not have the file privileges to launch the game although i started steam in admin mode ....could someone please help me

This is probably the most effective way of fixing this
step 1. Open steam and go to settings
step 2. Click on downloads and then click "clear download cache"

Hello everyone,

I had the same problem and this "fix" worked for me.

Go to launch the game through your library, it will then give and error message saying something like this -
"An error has occurred while updating Max Payne 3 (missing file privileges)
F:\Steam\SteamsLibary\steamapps\downloading\state_******_******

In the Steam error message see which file has not got the correct privileges e.g.
- F:\Steam\SteamsLibary\steamapps\downloading\state_******_******

Find that file and make sure that you have the permissions under:
Properties -> security -> Users (name-PC\Users)
then set it to FULL control.

Then go back and try to launch game from the library and it will start the download.

***ATTENTION***
With some games, such as Max Payne, there can be more than one file with that problem but a very similar name/numbers. Be sure you find every file that is causing that issue otherwise it will just keep asking you.

Sure, this took me 5 - 10 mins of checking but it's considerably faster than uninstalling and re-downloading a game. especially one as large as GTA.

The final solution to solve "Missing file privileges" on steam during updates.

Step 1: Download https://storage.emcosoftware.com/download/unlockit/UnLockITSetup.exe (free).
Step 2: Install UnlockIT.
Step 3: Open UnlocIT.
Step 4: Find out which directory/file has missing privileges.
Step 4.1: Rover your mouse pointer over the "MISSING FILE PRIVILEGES" on steam update screen.
Step 4.2: Note the file path shown on the displayed tooltip text.
Step 5: Use UnlockIT to unlock the directory/file.
Step 6: GG.

Note: If you activate the "Integrate with windows explorer" option on UnlockIT, the unlock option will be availabe inside windows context menu (right click).

The Run as Admin Method worked for me when I restarted in Safe Mode:

• Run Steam as ADMIN
• Click on Play
• Don't click "launch as soon as......'
• Wait For some time

I had this problem when i tried to update ARK survival evolved. I fixed it by clearing my download cache. Hope this helps.

I know this is kind of late, but you can press (CTRL + ALT + DELETE) at same time to open the thing. Then, go to task manager. Go to the little button that says more details. Scroll down and click igfxEM Module. Then, delete it. It should work

This is what I figure it out
My brother just got a new laptop and he tell me download dota and steam, then I download but I used my Microsoft Account for the laptop. Windows 10 and Microsoft are chained or what we call it like stick, they both is together. So There is 2 Laptop, 1 Microsoft account that is my account. So when I want to update my game [in my brother laptop], there is the error [MISSIN PRIVILEGES FILES].

My Solution: [ My Brother Laptop]
1. Click Start -> Click Your Windows Avatar -> Change Account Setting
2. Click "Sign in with local account instead"
3. Create new username and password for that laptop.
4. Steam -> Run as administrator
5. Play -> Update
6. And you should see no error for your game update. [this work for me]

Note:- This is my solution and what I figure it out. I don't know if it work on you guys or not or we have the same problem. Goodluck guys.
