It's not working for me
First delete the local content of the game.Then try re-downloading the game but this time download it in a new steam library on a new drive.For example,if all of your games were downloaded to a steam library in E drive then now make a new steam library in a new drive such as the F drive and download there.Hope this helped. :)
I did this and it did in fact work, albeit for a different game completely but it did work. Thank you very much
This worked for me. It stopped showing the error message when i was trying to download Dungeon Defenders II
As much as i know,there are 3 methids to solve this......
1st Method -
-Run Steam as ADMIN
-Click on Play
-Don't click "launch as soon as......'
-Wait For some time
2nd Method -
-open Steam and open properties
-Click on "Delete Local Content"
-Re-install CSGO(or any other game) in NEW LOCAL DISK(like local disk E,F,.....)
3rd Method -
-Uninstall Steam as well as CSGO(or any other game) from your computer from the control panel
-Re-install Steam From http://store.steampowered.com/about
-Log-in into Steam from your computer application
-Re-install CSGO(or any other game)
The 3rd Method would probably work for you but you should try all if it does not work....
I am not completely surethat whether they would work for you or not.....

I have reviewed the folder permissions and it states that normal users have read but not write permissions, as opposed to administrators, who DO have that specific permission. It might be OK to set permissions on the steam folder so that users get write permissions too, but I highly advise against doing this for an entire drive, ESPECIALLY the system drive (where Windows is installed).
This is basically opening the door to anyone who creates an account within the system, which could be a legitimate end user, or a malicious program doing it.

Hello everyone,
I had the same problem and this "fix" worked for me.
Go to launch the game through your library, it will then give and error message saying something like this -
"An error has occurred while updating Max Payne 3 (missing file privileges)
F:\Steam\SteamsLibary\steamapps\downloading\state_******_******
In the Steam error message see which file has not got the correct privileges e.g.
- F:\Steam\SteamsLibary\steamapps\downloading\state_******_******
Find that file and make sure that you have the permissions under:
Properties -> security -> Users (name-PC\Users)
then set it to FULL control.
Then go back and try to launch game from the library and it will start the download.
***ATTENTION***
With some games, such as Max Payne, there can be more than one file with that problem but a very similar name/numbers. Be sure you find every file that is causing that issue otherwise it will just keep asking you.
Sure, this took me 5 - 10 mins of checking but it's considerably faster than uninstalling and re-downloading a game. especially one as large as GTA.
