cannot run in less than full screen

Setting windowed mode just makes full screen have a box. it cannot be moved or resized. resolution scale is always greyed out no matter what. changing resolution then to window always resets to max resolution. How to fix?

Two options:
1. Set to normal full screen
2. Use resolution scale slider

I don't know what you mean by normal full screen. I want to run the game in a window so that I can do other things at the same time. The options I have are window, full screen and full screen window. With all the selections the resolution scale slider is greyed out and cannot be moved. Both window options take up the entire screen and cannot be resized.

By normal full screen I mean "full screen", which is exclusive full screen ("full screen window" is windowed fullscreen).

In order to use resolution scale slider, ypu first need to switch overall graphics quality to custom.

The custom setting unlocks the resolution scale option, but it does not appear to do anything, in either of the 3 graphic modes. In all cases the window remains fullscreen. In window mode if the fullscreen box is toggled then the window can be dragged but it still cannot be resized to less than full screen

For people having the issue, set the game to window mode, exit and manually edit the config file:
C:\Users\*\Saved Games\Flying Wild Hog\Shadow Warrior 2\profiles\steam_*/config.cfg

at the bottom change
w_game_height "1200"
w_game_width "1600"
w_game_pos_x "1155"
w_game_pos_y "35"
