1 the service
2 the region settings for steam (make sure they are the same and in the correct area of the world)
3 the firewalls being configured incorrectly
just to name the top 3 possible reasons for the issue.
We are in the same room with two computers, steam locale is no problem, I check the firewall, thank you
What strange not to increase LAN, experience would be much better
And was this computer hosting? And weren't they running xyz processes in the background while hosting? I found out that when i terminate my other processes I can host the game, otherwise players disconnect all the time (and its not my internet connection).

Fix for "Failed to Connect" message
This game requires unusual outbound UDP traffic that many firewalls will drop. Some users are familiar with games that require "port forwarding" an internet facing connection through their firewall to an internal host- this is called NAT outside of the realm of home user network gear.
This game required a bit more than that to get working.
Here is what i did to resolve the issue - the steps will probably be different for you depending on your network topology.
First i had to open a live log viewer for my firewall and record the drop table events the game was generating. In order for this game to work you need to allow the following ports from yout internal network out to the following public IP blocks.
UDP 514, 5001, 6001
destination network 193.59.178.0/24 -this appears to be GOG network
destination host 194.110.240.185 -this is registered as a business IP is Poland
Also some gen4 firewalls can beconfigured to drop traffic based on geoip tagging- mine was
I had to allow outbound connection for this traffic to bypass my drop rules for all traffic to or from poland
port UDP 514 is a reserved port for syslog and many firewalls even home firewalls will drop low range UDP ports as suspicious when traversing into an internet zone - you may have issues with this

Its NAT, Its Close, NO open maintenance ports etc :(
