I had an FX 8350 as my previous build, and well.. only thing I can say it at it were at least cheap! Even cheaper when I sold it a year later!
I have some major slowdowns launching my toxic RPG into a huge crowd, (not been using anything but melee weapons until just recently)
But neither the CPU cores or the GPU hits 100% all the time.
And it's hardly noticabe when watching the FPS.
The GPU is probably not being fed fast enough to keep up, though. That's just my educated guess. It would make sense that lowering the settings helped it, since it didn't have to wait to be fed quite so much.
I'd expect slower paced games with less going on to run better -- but doom and vulcan should be performing well.
The 8GB of video ram is probably more than the game is using, and 8GB of system ram probably is enough provided there aren't a bunch of browser tabs open or something.
Uh anyway what is your CPU utilization looking like? And is loading the game/transitioning between levels quick compared to other games?
Do you have serious sam 3 or another cro-team/hog wild/devolver game to try in comparison?
This game runs well on most modern cards; I have to expect that you have a bottle neck and it's not the RX 480.
Unfortunally, i don't have other games from cro-team/hog wild/devolver. The CPU usage is around 40~65%, rarelly going above 65%. Idk if the afterburner is showing wrong numbers, cause its really weird. Sometimes im in the same place and GPU usage goes to 0% to 100% and back to 0% in two seconds.
First of all, update your video drivers. Then go to your Wattman settings and do this

But instead of setting 1050, set your last three voltages to 1120 or you can try 1100, at your own risk. Mine rx couldn't handle 1100, so I settled with 1120. This way you will have proper current and the gpu will handle max frequency much better.
Second, non over-clocked FX CPUs are really frigging bad at games. They cause all kinds of stutters, lags and FPS drops. I bought proper water cooling and managed to get my FX 8300 to 4.4 on 1.45v. But I won't advise overclocking unless your are 100% sure in your skills.
Third, I bought second 8gb Ram stick, so the memory would work in dual-channel mode. This alone gave me a decent FPS boost. Mind though, the RAM should be the same as yours. Same timings, latency, frequency and manufacturer.
Correcting voltages should do the trick, but if this still won't be enough I suggest wait a little bit and think about upgrading to something less problematic, voltage hungry and weak. Like, new Ryzen CPUs released in April or you can buy extremely expensive 4 core Intels right now. Which I would strongly advise against.
Playing on Ultra with 100+FPS. Rare drops to 60-70. Mostly because of weak CPU cores.
You are getting better results in other games, because these use more GPU power than CPU.
