Stuck at 21% no option to talk to Master Smith

No quests or missions to chose from, everything is freeroam, cannot not progress after ninja'd scroll 2. I saved Master Smith's discpile and got the sword wave ability, after that there is no option to continue.

Ninja'd scroll 3 quest will give you Hideo. Story quest will give you Mamushi Heika.

Yes, no prompts to initiate conversation when I am in front of him.

Either way, can't figure out how to progress. Should at least have a mission object in the top right, but there is nothing. It's blank and there is no one obvious to talk too.

You did check the map as all missions are listed there current and finished.

Or

Start a new char then and see what happens then. Except for the missions with parts1,2,3, I usually grab all the missions, then decide on which order to do them.

Wait hold up, what do you mean grab all the missions? Can you accept more then one at a time? I've been playing this like getting one mission at a time.

Yep, after the mission hot blooded grab every mission you can in calamity, the only exceptions are the parts1, 2 and 3 missions. You can do this on every part of the story once you complete a section, it is similiar to BL2 in that regard.
