报告翻译问题
I did the original 35 planet Empire at War GC in roughly 20 galactic days. Probes discovered Mon Mothma was at Naboo on day 11 Naboo was on the front lines and so during the setup of the blockade on day 16 I only lost one tartan, and during the planetary invasion on 20ish i only lost a pair of scout troopers who rode into an ambush (one unit by game standards), other units took damage but no squads were completely destroyed (i.e 2 of the 4 ATST or 2-4 of the 9 stormtroopers). I still got a mere 97/100/100 and rank of moff. so I can only guess that military efficiency is how much of your army is destroyed, and kill/conquest would be how lopsided the battles are, how quick you win, how many planets you gain, money, does the enemy retreat successfully, ect. a bunch of things every player does right and take for granted and so we can't figure out what it is.

I've only ever been able to achieve Grand Moff or Grand Admiral (98 or 99/100 is my highest). Not sure how the scoring works, other than what legodude124 described previously.
Edit wow that was a necro, ya got me.
You can only get Grand Moff if you do a perfect gal conquest starting in tech 1. Emperor rank is only for a perfect in Campaign (far harder to do than GC). Im not sure what other rank you are talking about, as I thought Emperor was 1, Grand Moff was 2, and Moff was 3. Then again I never noticed each faction apparently has its own titles in game, so who knows.
Edit: noticed I didn't address the actual 2nd ranks, sorry: Grand Admiral for Empire/Zann, Governor General for Rebels. They may also be exclusive to campaign.
Since it's directly related to rank, I noticed that the base game's Death Star garrison ships are the only free units I've seen that are listed as casualties when lost on the post-tactical losses summary screen, and consequently this does in fact bring down the player's military efficiency merit.
