If anything I'd say its more like a galactic Total War game in Real Time instead of turn based as other than turrets and stuff most empire management is done via the main map and you only concern yourself with tactical maps during battle.

In "Skirmish" mode, it will play exactly like a classic C&C RTS. You choose either Land or Space and that's the sort of RTS experience you get, able to build buildings, space stations, whatever.
In Campaign mode, it's different, with very limited building capabilities and units being pre-produced by the player in the campaign map.
In essence, Star Wars Empire at War is actually three games in one. There's a Campaign map mode with a grand strategy experience and real time battles and there is a Skirmish mode, with either Land or Space classic RTS experience. These are entirely separate modes, so you're really getting several types of games in one purchase.
PS - You can also choose multiplayer in Skirmish mode and you can either choose the story-mode campaign or the sandbox version of the campaign. As you can see from above responses, many players completely forget about "Skirmish" mode and the RTS gameplay it has in it.
