They have no fighting capabilities, but they are very precious since one of your ground units is inside.
The map does have worlds placed oddly, as roundwaffles said, especially noticable if you're big into SW maps, but I chalk it up to gameplay convention so you don't have a third of the galaxy map empty and the 55 worlds squished into the other 2/3rds that's already pretty compact as is. Having an empty void in the chunk between Endor and Ilum would look odd.
