Remember this game does not use more 2GB RAM and a single core. The unique thing which it increases a lot more the performance is the graphics card, specially at battles but not too much in galactic mode where you can see lag easily if there are many planets and units.
Anyway, clearly you have a laptop and if I can wait lag with a desktop computer i5-4690K GTX1060 6GB, you can not wait anything better.
Simply rename your sweaw.exe in your GameData folder to swfoc.exe.
The newer game exe is better optimized for some dumb reason. I spent way too much time looking into .xml files when the solution was really that simple.
But it is not the problem with lag. If you did not play the game at 2006, you would not know how it was very badly depurated and it added a lot of lag playing specially galactic mode. In space battles depends from many things.
Anyway, it is the unique game in the world with these features galactic mode/space battles/ground battles/full modding. Without them it had been forgotten years ago.:)
But recomendation, you should create a game profile in your graphics card and use the vertical sync, at least with settings as adaptable, fast sync or enhanced sync, it depends from your graphics card but you should see some of these settings.
You do not need strange files for to set the frames in a special level.
