Thanks for the info however I have read and reread your write-up. I am sorry when I attempt to do your option 2b:

b. Steam: If you are modding this game using a Steam version, you cannot use any .bat files or shortcuts due to the fact that if you try to run Forces of Corruption by use of swfoc.exe, it will run Empire at War instead. You must use Mod Pathing. First, locate the game in your Steam library. Right click it and go to properties then launch options, type in this string "swfoc MODPATH=Mods\(Insert Mod's Folder Name). And then click okay, run the game and choose Forces of Corruption and you should be running the mod.
It should look something like this: "swfoc MODPATH=Mods\ICW2" (minus the quotes)

When I right click the swfoc.exe (using Windows 7) I do not have the option for "Launch Options". I only have the following five tabs: General, Compatibility, Security, Details and Previous Versions. I have checked with in each tab all options/advance tabs. I am not understanding what you mean here.
