I can't build Cantinas or a Hutt Palace!

Righty, the title says it all really.
I control the planets where I'm supposed to be able to build them, but they just aren't showing in the build list...
Am I missing something or is there a bug I should know about?

Yes, I know they have requirements, like I said in my post I control the planets they can be built on, but it's not letting me build them.

Oh, I got it now. If all of the above is true,there is only one solution. The planet has already used all building slots. Ta'daa! Sell a building and problem solved.

Either you used all building slots or using a mod.

There's building slots open and it was installed straight off steam, so if there's a mod there, Steam did it all by itself...
I'm going to try a reinstall, see if that does anything

Okay, got it figured.
Seems they're not available on certain galactic conquests...
I can't build them on Clusters, but so far the others are working out fine.
So, next question, where can I find me a galatic conquest map maker/editor?

I have the same problem. I own Ryloth and Atzerri and am Empire tech 5 vanilla game, no mods and slots open. Why the ♥♥♥♥ I cant build cantina or Hutt Places?
