How To build the Sabaoth Destroyers on Republic at War?

I always see the CIS build these ships, but I can never get them. Even on tech 5 with level 5 space stations everywhere on the capital ship planets i still cant build this thing.

EDIT: I actually found out from a Let's Play on youtube. You have to be CIS and build a hutt palace then it will be availible in the space of that planet.

Maybe it's a CIS only ship...
