Report a translation problem
My first suggestion is that you get Steam to verify your local game cache. Go to Library, right-click on the game, click on Properties, go to Local Files tab, choose Verify local files.
Some people have found that unistalling and reinstalling fixed their particular problem.
I found a few helpful links. Be sure to read them FULLY! There are a variety of solutions and the one that works for you might heavily depend on exactly what your setup is.

Remember - Read all of the thread pages in each link, since users are offering fixes for several different OS and Version-related problems and one of their fixes might lead you to clues to help solve your own problem. AND - Read all the links, first, before working on your particular fix.
I don't have any issues and am not used to troubleshooting SW:FOC. But, it may be something as simple as you needed the over 2gig RAM fix, available from LucasArts. (Link in one of the theads, above.) But, IIIRC, that fix is supposed to already be included in Steam's version.
Note - In particular, note that trying to use an augmented exe, like the one in the second thread from "gamecopy" site might not be a good idea or may put you at risk for viruses/spyware or Steam just deleting it an restoring the original version. (If you find that you need an augmented exe, then disable Steam's update feature for your game so it doesn't try to overwrite it.)
Basically, what Tec is saying, steam considers the expansion a DLC. (which it is, lets face it)
To access it, dont just run the .exe file on your desktop, go to steam and do one of the following, which you use is up to you.
Right click on EAW Gold (in your steam library), then left click the play FOC expansion button
Or left click on it, (in your library again) and hit play. itll let you choose if you want to play EAW or FOC
