I ran into that corruption myself, took me a few battles to realize it was a corruption and not a bug.
It affects everyone, both of the other factions the Consortium is at war with. I've had easy space battles against the Empire where their attacking ships/defending stations weren't spawning TIEs. Since the Rebels build their own fighters to bring along to battles, it leaves battles pretty one-sided in their favor.
That's not even the most annoying corruption either. The one I hate the worst is the one that turns a world neutral when you remove the corruption, forcing you to quickly send your forces back to the world and then the costly and time-consuming rebuilding of all structures at the planet. You have to learn to tolerate that specific corruption. Thankfully it does nothing else, like the aforementioned garrison-blocking corruption, just the obligatory corruption that gives the Consortium a credit bonus for each kill plus the occassional sabotaged structure, so you can safely let it stay on the world with minimal annoyance
If you have the resources, maybe you can push past the no-garrison hindrance until you can conquer the world and remove the corruption. The land battle shouldn't be as much of a hassle, and may even stop the rebel structures from producing units to fight you. The space battle would be hard, but the land battle would be a breeze.
Hey bucko. Either contribute to the conversation with meaningful dialogue, or get the hell out. Also you misspelled "they're." 'There' is meant for "it's over there" and "there it is," etc etc. Did I mention "fighters" too? Just sayin.
