The ALO exporter by Petroglyph is only supported by 3D Studio Max 6, 8, and 9 and can be found here: https://modtools.petrolution.net/tools/AloExporter.
3D Studio Max 9 is not to be confused with 3D Studio Max 2009, these are two completely different versions!
If you want to import/export ALO in a modern 3D design software, you'll need to use Blender 2.82 and the plugin found here: https://github.com/Gaukler/Blender-ALAMO-Plugin. This Blender plugin is in perpetual beta and not officially supported, but from what I have heard it is mostly stable for general purposes. I have no personal experience with Blender or the Blender Alamo tools so I cannot do much for you in that regard other than point you in the right direction.
