I would suggest Notepad ++ for reading and editing the XML files. Once installed right click the XML and select open with Notepad ++ and look for Cost and Build Time(?) and make the changes you want. It's been a little while since I've looked into the files so I can't remember what exactly you'll be looking for.

Notepad++ Would be the best choice.

<Build_Cost_Credits>
The Line for the Costs.
<Build_Time_Seconds>
The Line for the Build Time

...\Steam\steamapps\workshop\content\32470\1129810972\Data\XML
the location of the XML Files for Republic at War (If necessary.)
Note: The Path begins from the Steam folder it is not a copy paste path.

I have this mod with the actual Empire At War Gold Pack. I found out how to edit the troops and ships using the XML files and Notepad, but in all my excitement, I forgot to save file backups for each troop modified. Now, every unit in the mod is basically on steroids, and I cannot play the game normally. Some of the values are totally ridiculous. If you saw the units move on the field, you'd think something's screwed up. I broke the game by modding. Unfortunately, I don't have this on Steam, only a physical copy, so sharing any screenshots might be a... problem. Basically, I would very much like to find a physical copy of all the default values for each XML file if it's even possible.
