Does this happen to you on the Forces of Corruption expansion's title screen as well; or is it isolated to just the base Empire at War title screen?
Also, if you are playing this game on a Windows computer, did you make sure set all the game's ".exe" files to run as an Admin and in compatibility mode for either Windows XP (Service Pack 3) or any of the Windows Vista options? I always have to do that to get the game to run on any of my computers at all.
It might also be a good idea to turn off the Steam Overlay since some older games have issues when that is enabled (General rule of thumb is to disable the Steam Overlay for games that officially released before 2011 (with the exception of games made by Valve) or if you are going to run the game in a small window instead of fullscreen).
The game does not use Multi-core processing and was built with Single-core processors in mind. While this doesn't prevent the game from running on a computer using a Multi-core CPU, it will only ever use one of the cores. This means that the game's ability to process and initialize objects, code, etc. will be limited by the speed of just one of the cores of the CPU. (Most games these days will split the workload between all of the cores if it detects that the CPU is indeed Multi-core.) Also, if you are using a laptop or a computer that actively alters your CPU's clock speed, then that will also have an impact.
