How do I build a Mon Calamari Cruiser?

I'm playing forces of corruption as rebels against my friend, with a space station level 4, but I don't know how to build a mon calamari cruiser. Is there something I'm missing?

- In Skirmish: Level 5 Rebel Space Station
- In Galactic Conquest: Level 4+ Space Station at Planets which are able to build Capital Ships. (Mon Calamari / Sullust / Kuat / etc.)
