if you open the the star wars empire at war folder you should see a folder called support inside is direct x i just ran the install that came with the game and it worked
If you system is using Nvidia Optimus you need to manually target "runme.exe, runeme2.exe, and run it as high performance driver instead of the integrated driver, You can find these in the main Empire at war folder in the steam install location.
You also need to turn the game exes as well to High Performance Driver.
Also try and run the games as windows XP SP3 compatible it might be that too.
My last fix for the game would be to disable to steam community game overlay. it was the change i did and it stopped the error from popping up and stopped the total white screen of death I would get from alt tabbing too.

The support install helped got it to where I could open options but Forces of corruption still crashed when I tried to do singleplayer. So, one of my friends suggested deleting the data folders so I did then verified the install and it started working.
Great Idea on disabling the Steam overlay. I remember many older titles having stability issues when the overlay is on.
I know this thread is old, however i have recently had this problem, and may have come up with a fix. After about 5 days of playing the game i had this problem, and the only soultion i could find was extremly complicated, however with some messing around, I found out that on windows, if you take the white bar, and simply drag it to the top of the moniter to fullscreen it, close the application, and relaunch from steam, it fixes itself, i don't know if this is only me, but let me know if this helps.
I have 3,500 hours in empire at war, and it suddenly didn't want to work. The "resizing" idea struck me, because what I'd done to crash the game was accidentally try to resize it in windowed mode, as I typically don't keep in in full screen. (since I use Steam to stream it to a laptop, and the cursor always bugs out.. and the not maximized helps with that)
