For rebels I do basically the same thing, where hypori/fondor and mon calamari build my best ships.
So... outside of early game, this isn't a very good idea.
Once you reach a certain Credit income, there's no reason why every planet should have anything other than a maxed out space station. Especially if you make use of Auto-Resolve, because the player AI... well, leaves some to be desired. You will find yourself losing a "barrier" system, and now the enemy is pushing their fleet through your level 2 and 3 space stations all across that section of your territory and you have nothing there to stop them.
