Galactic Conquest -- Enemy Won't Level Up
In galactic conquest the enemy won't use higher level tech units and leaves planets completely undefended. If I play as Rebels the Empire won't use anything except infantry/light facory units on the ground and only uses Tartans and Acclamators in space. They also won't build any buildings or space stations (and maybe even units?) except for what is given to them at the start of the game. The same thing occurs playing against the rebels.

Anybody have any idea why? The max tech level is 5 and this occurs even when you set the starting tech level to 5.

The enemy operates properly in skirmish mode though.

I had this game years ago on a different computer and I ran into the same issues. Never did figure out why. I thought the Steam version would fix my problems, but no such luck.

It doesn't seem like anybody else has this issue and google isn't much of a help, so I'm at a loss. Any help would be appreciated.

I have experienced similar things in my sandbox campaign games, on both medium and hard difficulty. Sometimes the Empire has built the Death Star (that was when I purposely did little to attack them, so that they would get stronger), but I don't recall them ever building Darth Vader's Super Star Destroyer, nor ordinary star destroyers (aside from their hero unit star destroyers). I was looking forward to facing them in combat often. With few ships to defend it, and seeing it moving slowly towards my planets, I intercepted the Death Star and took it down easily.... :steamsad: I prefer more of a challenge.

Yeah I discovered this just the other day actually. Playing as the Empire on Hard, I noticed that the Consortium didn't ever really build a fleet. Usually it just left a couple crusaders and broadsides in orbit on their planets and called it a day, even by the time I had researched the final tech level and constructed the Executor. I was never attacked by either the Rebels or Consortium. I'm wondering if maybe mods are messing with the vanilla game AI or something?

I experienced these problems in the unmodded game, before I ever tried mods.

The AI does not function like an RTS game should. As the game progresses as does real time in game, the game should get harder as the enemy upgrades to more lethal ways of taking you out.

They could take some notes from StarCraft 2 and how its AI functions. You can still beat them easily, but at least its better than the AI garbage this game has.
Deleting the XML folder as suggested by one of the links I included in my last post seems to have worked for me, the vanilla AI is attacking again and managing fleets.

ages ago when i played vanilla it was fine, I even found consortium to be very annoying. Haven't tested vanilla in a while though.

Are you saying that, on medium or hard difficulty, the Empire sent numerous star destroyers and Vader's super star destroyer at you?

I played as the empire, and consortium would send those ships with the big guns on them. Didn't see much from the rebels.

Yes, I experienced the Consortium sending a few big ships, but not the Empire (I mean not star destroyers nor Vader's super star destroyer).

I didn't play far enough into the GC to reach a point where the Empire had researched a tech level capable of creating star destroyers. The difference made by the fix was almost immediately apparent and I didn't feel the need to play further at the time. Before on Hard, the AI was entirely passive and never once attacked me, while within probably the first 5 minutes of starting on Hard after trying the fix I had 5 Acclamators, about 10 Tartans, and a handful of Broadsides attacking one of my planets. I can't guarantee that the fix will help you in your situation, but there's nothing to lose but a bit of time for attempting it.

Considering this game came out 4 years before Starcraft 2, that would be kind of hard.

I don't care so much about aggression. They are somewhat aggressive already. I care about facing Empire forces like those in the films, i.e. star destroyers and Vader's super star destroyer.

As for the XML files, where are they exactly?

Thanks. Is that only for FOC? What about the base game that we play when we don't want to play with Consortium in the game?
