RE-EDIT: the second link's suggestion seems to have worked
They could take some notes from StarCraft 2 and how its AI functions. You can still beat them easily, but at least its better than the AI garbage this game has.
I played as the empire, and consortium would send those ships with the big guns on them. Didn't see much from the rebels.
As for the XML files, where are they exactly?
EDIT: if you're wanting to edit them, I think you're going to need to download some tools that can be found online. I don't know what they're called unfortunately.
