I have now edited the original post with the solution in it :)
I did it, and it only worked slightly. the game launches and runs, however, the instant I select a mod the game crashes immediately, and when I boot it up again the mod isn't loaded. Do you have that same problem?
I had that same problem, however the solution is far simpler. go into your game's properties (right click game in steam library, select properties) and then click "set launch options."
From there you will want to enter in the following line:
Modpath=..\..\..\workshop\content\32470\mod id
to find your mod id, you have to go into your steam folder, then your steam apps, then workshop, then content. Then I want you to go to the folder named "32470" (this is the folder where your empire at war mods should be located. If its not there, then search around in the content folder, it'll be there)
Alternatively enter this into the search bar:
C:\Program Files (x86)\Steam\steamapps\workshop\content\32470
Then, you just want to find which mod you want to use. Im currently using republic at war, so i would use the mod id "1129810972"
Anyway, take that mod id and then put that into the launch options as well. My launch options (for republic at war) looks like this:
Modpath=..\..\..\workshop\content\32470\1129810972
One final thing, do not try to change mods from within game. Just swap out mod id's. I find it helpful to create a little text doc with all the mod id's listed in it for easy access
