Is the galactic conquest mode coop?

I'm debating on whether to buy this game for a friend and I, but this is the deciding factor. Is it possible to play on the same side in any of the campaigns?

It is but you can play with one friend Fighting against them. You cannot be on the same team but duke it out. Now you can only do this in the campaign but it is basically galactic conquest.

Galactic Conquest may not be, but Skirmish is.

In Skirmish I think You need 3 AI and just put Empire Empire Rebel or Rebel Rebel Empire But if so set the AI setting to Hard or have 2 Negative AIs

The answer is no. There is a line which it lets to create allies. But it does not work. At least not for this.
