Try this...

Go to ... Program Files (x86)\Steam\SteamApps\common\Star Wars Empire at War

Right click "runme.exe" and "runme2.exe" and change the settings in both to
"Run this program in compatibility mode for Windows 7".

Also check the boxes...
"Run this program as an Administrator" in both.

Do the same for any appropriate MOD files, but for sure this is a confirmed issue with the base games.

Sounds like this issue:

https://support.microsoft.com/en-us/kb/3086255
i had the same issue.i got the fix from a guy called skyfiller . he said this.

figured it out! There is a key within the registry that controls the refresh rate of your monitor. Mine was set at 75 and I could not change it within FoC. So I edited the key back to 59 and it works perfectly - even with mods, and NO windowed mode needed.

Reigstry key:
HKEY_CURRENT_USER\Software\Petroglyph\StarWars FOC\Profiles\Profile0\Player

Key to edit:
ScreenRefresh

(change from 75 to whatever is best for your monitor)

Thanks to JockGit for the tip!

no set foc launch option to service pack 2 and run me 1 and run me 2 both on service pack 2 this should fix the problem :)

My problem is a little different. Whenever I try to launch FoC, it immediately defaults to standard EAW.
