You can either download the game .XML files already extracted (google it, it's at least on the EaW nexus and I'm pretty sure they're on moddb) or download the .MEG file extractor from the petrolution modsite and extract the files yourself. If you download 'em, make sure it's the EaW XMLs if you're editing regular EaW or the FoC XMLs if you are wanting to mod FoC.

All the units are spread throughout a dozen or so .xml files, but as far as what code lines you want to look for:

<Build_Cost_Credits> = GC build cost
<Tactical_Build_Cost_Multiplayer> = Skirmish build cost
<Population_Value> = pop cap

EaW: http://www.nexusmods.com/starwarsempireatwar/mods/1824/?
FoC: http://www.nexusmods.com/starwarsempireatwar/mods/1825/?

Pretty sure the files are small enough to where you don't have to register with the nexus to download 'em.

Do i have to replace the default XML with that folder?

PS, i removed my default XML folder and replaced it with that FoC XML folder in the data section. I'm trying to change the units price and time but they don't work? can i get an explanation?

If you're replacing default files then yes they go in Steam\steamapps\common\Star Wars Empire at War\corruption\Data\XML\, or you can create a unique mod like Steam\steamapps\common\Star Wars Empire at War\corruption\mods\My_mod\Data\XML\ and run it from a modpath.

<Build_Cost_Credits> = GC build cost
<Tactical_Build_Cost_Multiplayer> = Skirmish build cost
<Population_Value> = pop cap

Be sure you're starting a new game after making changes and not loading an old save, sometimes the changes won't apply otherwise. Also be sure you're saving the file as .xml and that your text editor doesn't revert it to a .txt or something.
