Report a translation problem
All the units are spread throughout a dozen or so .xml files, but as far as what code lines you want to look for:
<Build_Cost_Credits> = GC build cost
<Tactical_Build_Cost_Multiplayer> = Skirmish build cost
<Population_Value> = pop cap

Pretty sure the files are small enough to where you don't have to register with the nexus to download 'em.

Be sure you're starting a new game after making changes and not loading an old save, sometimes the changes won't apply otherwise. Also be sure you're saving the file as .xml and that your text editor doesn't revert it to a .txt or something.
