Report a translation problem
1. I turned off cloud sync and then made a backup of my save file from the game folder in the Steam directory.
2. I deleted all local content for the game through Steam, exited Steam, and then restarted my computer.
3. I deleted the game folder that was left over in the Steam directory after the uninstall.
4. I reinstalled the game.
5. I played the first level and then when I got to the second level I quit to the main menu.
*SPOILER*
6. Then I loaded the first level from the main menu and the achievement popped.
I did not adjust any settings except the initial prompt to change gamma when I started the game. I even left it in windowed mode. I don't know if this makes a difference but that's all I did after reinstalling and playing it. Hopefully if anyone else gets this bug then this will help.
PS: I did not use my old save file for this. I started fresh as if I just bought the game.

For someone who's a bit OCD, I find this irksome.
1. turn of cloud save and back up save game
2. delete save game folder
3. start new playthrough
4. after finishing level 1 go back to menu and restart level 1
OK - fix did not seem to work for me but could be that steam is slow to update changes as prior day it took some time to show achievements as unlocked though had got the secrets and played levels through - so maybe just internet slow or not yet checked for changes to game. Still if Phosphor can see if it is indeed a bug?
Turning off Cloud Sync is something you do in the properties for the game. It keeps the game from uploading a copy of the save to Steam servers. Doing this keeps Steam from replacing your save game and configuration files when you reinstall the game.
OK it worked - thanks for fix - did reinstall and disconnect from steam cloud as above and redid Level 1 and reloaded Level 1 and got achievement. Kept disconnected from steam cloud when did all this and while reinstalling game. You can put back your old save file after to access completed game and levels without messing the steam achievements.
