Long stutters every second to every few minute

I've noticed this issue arise when I played through LEGO Indiana Jones 2. And every LEGO game I played after I deal with this to include LEGO Pirates of the Caribbean, Lego Harry Potter years 1-4 and 5-9 and now LEGO Batman 2. It's the exact same issue with them all.

Things I've done
60 FPS
Windows 7 Compatibility/Windows XP Vista service pack 3 I believe it's called
I've tried downloading DSWND with recommended settings
Disable steam overlay
Disable xbox overlay
V-sync on and off
Set the game to high priority and set affinity to both 1 then 2 CPUs
16bit 14,100Khz too for audio

My Computer's Specs
4070Ti
7950x
4 TB ssd
etc. etc. etc. That's the important stuff

Let me know if someone found a fix!! I'm completely lost and am tired of dealing with these stutters. These games I love so much.

Are you using a controller? If so, which one? I've had the same problem but it only seems to happen when playing with my PDP xbox controller and my wireless xbox one controller at the same time
