PS: how did the other guy get the achievement? is he some kind of beta tester or just a cheater?

No. He used a third-party tool or other means to unlock the achievement. Essentially 'cheating'. Apart from specific achievement hunters communities, people tend to not care too much about Steam achievements due to it being easily abusable like so :)

It's currently impossible to unlock it legitimately (except for myself of course)

Oh don't worry. I know that some people care about achievements (I wouldn't have bothered adding them to the game if people didn't care about it!)

I'm aware of the massive communities that achievement hunt but I'm also aware of the people that don't care (such as myself and my whole beta team).

Before adding achievements to the game I surveyed different websites and communities to know how much they care about achievements and what type of achievements they wanted to see in the game!
