You have to actually start the game, save, then do this. And it'll work.
If anyone else like me has been dealing with 4K scaling in games for a while now, you might know that some games will literally refuse to even give you the option for 4K when playing in borderless mode. So sometimes you gotta put the game into fullscreen, and then directly back into borderless, and typically it will fix the issue.
So! Just do that, but with this ini file. "FullscreenMode=0" is exclusive fullscreen. You probably only need to change that, but to be safe I changed all the lines mentioning fullscreen to 0. Boot the game, deal with annoying black screens and flickering, then close it. Then change them all back to 1 and boot again. Woo 4K!
FYI "FullscreenMode=2" is windowed. Not sure why that person mentioned changing it to 2, but it doesn't seem to work in this game anyway. Just keep it to 1 for borderless, and if you (for some ungodly reason) actually want exclusive fullscreen, keep it at 0!
