Not the PC's fault that the port is poor though. Thats the developers fault for not taking the time to create a well optimized title. Same can be said for the backwards compability on consoles. Many games that are meant for previous systems on consoles don't perform as well when in backwards compatbility because they weren't optimized for the currect console. You can't really blame the console for that now, right?
That being said, I get the same drops to 40FPS on a GTX 980ti, but after like 2 seconds it shoots right back up to 60 and rarely ever dips below that, but I know its not my PC. Its just a poor port...although I have to say that its not the worst port imaginable.
