Right click on game title and select properties
Disable steam in-game, apply
Try to relaunch game
If you have an error box come up about ordinal 42 missing in xlive.dll blablaba then continue to this link: http://go.microsoft.com/fwlink/?LinkId=128962 -it downloads 'games for windows marketplace'. Make sure you do a run as administrator to install it.
Close steam, re-launch game
This solved my issue, might do the same for you. Worth noting that the game requires a windows marketplace/live login, likely these components were normally installed by the game but failed.
I'm running W8 x64 for anyone interested in spotting a pattern.
