clouds flickering

i have an issue where my clouds are flickering wildy

Restart game ?
Game has lights flickering issue, maybe R* will patch it 1 day...

I mostly noticed it with the air carrier emp mission, all carrier shadow is flickering on water...

Think I solved it, go to graphics settings and turn 'Extended Distance Scaling' all the way to 0, got rid of almost all flickering from the clouds for me, hope this helps!
