Flickering clouds

The clouds flicker constantly in the skybox, anyone know what could be causing this?

i literally have everything maxed out

Think I solved it, go to graphics settings and turn 'Extended Distance Scaling' all the way to 0, got rid of almost all flickering from the clouds for me, hope this helps!
