Game freezes with repeating audio after first part of the intro
After the first part of the intro ends, it gets stuck on a black screen with the audio repeating a segment of the intro with no way to close it other than restarting the game. I've tried uninstalling everything and re-installing it and updating my drivers. I'm using an RTX 4060Ti with a Ryzen 5 5600x with the game being installed on a 500GB SSD

Without any more info it's the transition from cut-scene that's jamming you up. Again without any info, it might be to much for your system. Try a different resolution and re-launch it. The minimum specs listed for this game are from when it was introduced and mean next to nothing now.
When you describe your Machine, there's a good chance someone with a similar setup or the same hardware may have worked through this already.
Try giving a few more details about you system.

Can you log onto the R* Social out of game?

That's one way to insure there are no Bans or anything.

Try logging into the Social Club out of game.
Then try this, even if you have already done some of it along the way.
Using Windows Uninstall delete both the R* Social Club and the Launcher, simply deleting a Folder is not the same thing.
When you next start the game you should get the Permission Prompts during the re-install.
That's what you're looking for.
Give the permissions again.
This procedure can fix many common problems and is a good first step to get out of the way before trouble shooting.
I tried that just now and it didn't work
Darn
That works 90% of the time.

The only other suggestion I can make is based on a situation I had with an Windows Update recently, that I had been putting off.
In the game "Ready or Not" I had a very similar situation .... kinda'.
The game would begin to load and then my Computer would shut down and restart.
I went through all the usual procedures and it just kept doing it.
I actually like it when software screws up, gives me something to fiddle with.
I thought this one would be easy.
Was only that game doing it.
Never figured out why.
Went ahead and did the Windows Update that had been in the Wings, and it started as usual from the STEAM Library, and after that VIA the Desktop shortcut.

Just for reference I'm on a WIN 11 Intel RTX system.

The game did stop working after my PC forced an update so that might be the problem. Hopefully it isn't and I can get the problem fixed without having to do something to do with BIOS settings or whatever they are
What I had to do was a total shutdown and go look for updates for WINDOWS.
Once Windows saw it had botched the install of said update and completed it I was good to go.
Mine says it was successfully updated. I don't know if it is possible to revert the update. I don't know much about PCs
Try launching a game you know will run from your STEAM Library.
If that works then repeat the Windows Uninstall procedure for GTA Launcher and Social Club as before.
You want to re give the permissions with a working framework on the recent update.
Then try launching GTA from your STEAM Library.
Recreate any desktop shortcuts to the APP.

I would not jerk around my BIOS for this game, no way. Whatever is going on will get patched out eventually, probably next Thursday with a weekly update.

P.S.
On very rare occasions an audio driver can trip things up. Has happened to me a couple of times over the years because I like many I guess never ever bother with checking it. I only mention this because of your mention of a sound bite repeating. It's all got to run together on a windows framework ... that may have just been changed.

I tried the uninstall Launcher thing and everything you said, but it didn't work. I'll try to see if the audio driver is the problem
I've checked in Device manager and it says all the drivers are working fine. There's no other problems with audio, it's just the repeating audio in the intro
Time to hit the Web.
this is an interesting one I saw after a search ...
"GTA5 Enhanced freezes after Intro"

https://www.gamepressure.com/newsroom/is-a-gta-5-enhanced-crash-stopping-you-from-trying-out-the-new-ed/z17a7b

There are several good looking articles on this out there, but the GPU setting looked easy to do and interesting.
It's telling me that windows cannot find "SteamDeck=1"
