When you describe your Machine, there's a good chance someone with a similar setup or the same hardware may have worked through this already.
Try giving a few more details about you system.

That's one way to insure there are no Bans or anything.
Try logging into the Social Club out of game.
Then try this, even if you have already done some of it along the way.
Using Windows Uninstall delete both the R* Social Club and the Launcher, simply deleting a Folder is not the same thing.
When you next start the game you should get the Permission Prompts during the re-install.
That's what you're looking for.
Give the permissions again.
This procedure can fix many common problems and is a good first step to get out of the way before trouble shooting.
That works 90% of the time.
The only other suggestion I can make is based on a situation I had with an Windows Update recently, that I had been putting off.
In the game "Ready or Not" I had a very similar situation .... kinda'.
The game would begin to load and then my Computer would shut down and restart.
I went through all the usual procedures and it just kept doing it.
I actually like it when software screws up, gives me something to fiddle with.
I thought this one would be easy.
Was only that game doing it.
Never figured out why.
Went ahead and did the Windows Update that had been in the Wings, and it started as usual from the STEAM Library, and after that VIA the Desktop shortcut.
Just for reference I'm on a WIN 11 Intel RTX system.
Once Windows saw it had botched the install of said update and completed it I was good to go.
If that works then repeat the Windows Uninstall procedure for GTA Launcher and Social Club as before.
You want to re give the permissions with a working framework on the recent update.
Then try launching GTA from your STEAM Library.
Recreate any desktop shortcuts to the APP.
I would not jerk around my BIOS for this game, no way. Whatever is going on will get patched out eventually, probably next Thursday with a weekly update.
P.S.
On very rare occasions an audio driver can trip things up. Has happened to me a couple of times over the years because I like many I guess never ever bother with checking it. I only mention this because of your mention of a sound bite repeating. It's all got to run together on a windows framework ... that may have just been changed.
