Report a translation problem
Based on what? Nobody else crashes an ENTIRE PC when a game doesn't work. An ENTIRE PC crashes then the PC doesn't work.
PC issue.
Tried to launch the game again and it crashed and rebooted my PC.
Bench testing my rig show nothing wrong.
Run the game again. Crash.
Edit; I'm going to look through any and all the windows error logs to see what they might say.
Post basic specifications of your PC as well.

Yeah 10 years ago, tf? I fixed the problem, btw. I switched the Nvidia DLSS quality to DLAA, put both gta and the launcher on the C drive, make sure the C drive is an SSD.
