Does this look worse than original?
I have everything on max and it looks kinda blurry and washed out.

No.
in some ways it does, its because its a backport from the console version which was inferior to the original PC release.

draw distance is worse for sure, but RT makes a huge impact that imo is worth it.

just sad to see its basically not scalable, its already easy to run and we have hardware out now that can max it and then some.....so why not allow for pushing higher settings for future hardware?
Yes.
MSAA has been removed. FXAA does nothing and TAA is horrible.
Shadow softness has been completely broken and it's ugly and noisy, the only tolerable option becomes "Sharp", which is not great and pixelated.
Feels like the render distance of objects has been lowered by a lot (max distance scaling doesn't help), every object re-pops in every time the game switches their LOD state, which is very often and sometimes it happens in your face. As you drive through the map it feels like all props are just re-loading themselves in and glitching out.

This is version is absolute garbage and I don't understand how people don't see all these issues with it, I guess they're too busy soying over muh RTX lighting. I won't even get into the mechanical bugs...

Yes.. I just migrated to Enhanced yesterday and was disappointed at the quality loss.. I thought it was enhanced and supposed to be better.. starting off by making me reconfigure my settings, with some different options than I'm used to, created a different experience.. and to retain 30fps, I'm forced to use 1920x1080?? Which with Raytracing set, makes everything blotchy and grainy..

I turned off Raytracing, set back to 2560x1440 even if I'm forced to 30fps.. bumped AA to x8 and set visuals to very high instead.. now it's a bit more like the GTA I've always known just with a couple extra cars and no chat..

TBH tho, my biggest issue is the chat thing because meeting new friends was the pinnacle of doing quick join jobs and now there's no way to converse and build that rapport.. at best, I can have fun with someone to the degree a friend request is sent, but outside of direct messaging or 3rd party applications, there's no communication.. :(

i love the Enhanced edition. Much better. its not our fault you cannot handle the new stuff. Buy a high end PC and 75fps is your friend, along with ultra maxed details.

I'm not talking about the max FPS setting or even what my actual FPS output is.. I'm talking the game's FPS setting that is greyed out for any other resolution but 1920x1080.. no other setting is disabled based on hardware capability, so it doesn't make sense this would be.. it's just something R* in their infinite wisdom locked down..

My game play has been smooth.. which is more than I can say for the visuals..

What in the ♥♥♥♥ are you talking about? Refresh Rate? Give the actual name of the setting and not what you think you remember. And if that is what you're talking about, then that's wrong too, because the only thing the refresh rate setting is tied to is the fullscreen mode, not some arbitrary "hardware capability".

Only regular Fullscreen allows refresh rate change, while Windowed/Borderless does not because that is tied to your desktop refresh rate. If, for some reason, you're unable to change the refresh rate for any resolution higher than 1080, that sounds like you have either a software or hardware issue somewhere in your display chain, because max supported res/refresh is based not only on your GPU and display input/outputs, but also your cables.

Thing is, only you care enough about this.. it's a setting that is greyed out unless resolution is set to 1080p.. I have a GPU capable of playing Legacy in 4k and a TV that supports it too.. and since it's not a common setting I'm familiar with, I haven't cared enough to make a mental note of the name.. why TF you cursing? did I insult you by expressing an opinion? Do you need me to get a doll so you can show me where I hurt you?

How did you ever get the idea that I "care enough", and about what exactly? I'm not a dev trying to defend the game, I was just trying to make sense of your asinine post. And I don't actually care about any performance woes the game may or may not have on your system because my 4090 sure doesn't ¯\_(ツ)_/¯

Almost every option in the video settings uses established terminology that's existed in the PC gaming sphere for 15+ years. You not knowing any of it is a personal problem, because you could look it up instead of requiring it to be spoon fed to you.

If that's too tall an order, stick to consoles.
