You don't have to steal them, you have 3 options. Steal, leave it to daily stash raid or buy for aprox 60K. Sure why to pay, when you can resupply for free? But thing is, those steal missions are quite tedious, if you play solo, or with just one other person. And 60 grand isn't that much anyway, the bunker will make you more when you sell the product + you can sell exceed ammo to Ammu-Nation (that truck parked inside). So you get your 60K back in no time.
Always buy supplies.
And yeah, full restock costs $75k, delivering the excess weapon parts to ammu nation earns you $50k.
So since they added the mission to deliver those excess weapon parts, there is really no need to steal supplies, as the gun part mission is rather easy (boring, even) and quickly done. I usually use it to restock myself at the ammunation as well.
Whenever you stock up supplies on the bunker, do it for money and just run the excess parts to ammu nation to compensate for the cost.
