Turn off automatic updates. Some put steam in offline mode when they see update. You can also use steamdb and steam console to download the older .exe's, get old ones from a friend, or find someone who's got'm available if you didn't do backups.
I had been providing links to downgrade files for legacy for a long time. Then steam decided it didn't like my links. I'll try again, only a link to the .exe's up on my profile. That is all I tested with. It loaded and worked here but I didn't play much beyond that.
