Of course, there can be other SDK/R* app issues for reasons (vcredists, permissions, os folders, folder installation/locations and more), and you usually narrow this down.. by eliminating variables. Antivirus/security - being a common one too.
You can also find uninstallers in the respective R* launcher/social club folders - default locations usually being c / program files / rockstar games / launcher and social club.

edit - Sorry, not 'formatting' my pc for a R* launcher 'update'. Absolute waste of time and energy to do on a system with zero issues. Another example similar to the overblown 'uninstall/reinstall' when there are internet connectivity issues that resolve minutes later.
edit - All the info in the thread and you quote/ask the guy that says to format pc. If you have webroot installed - whether it gives an error or not (which could be a setting, or missed/ignored it, who knows) - you whitelist/exclude the R* launcher, social club, gta5, etc - and test. Obviously, you'd still need to attempt to reinstall R* launcher/social club.
Still don't work? Sounds silly - but uninstall webroot and straight up remove it from the equation. Av/sec over the years has caused gta5 and social club issues - even if set to 'ignore' or even sleep. Especially those with different packages for av, sec, and internet protection - where settings in one, aren't in the next. Remove it - and rule it out.
I tried disabling Webroot before launching the game, and the game was rock solid all weekend.
So at least for me, Webroot and GTA Online Enhanced aren't playing well right now.
I had the same issue with Webroot as well. I was able to change anti virus softwares just recently and the game now loads without any issues. I did have some other games to play during the whole false positive fiasco with Webroot. Safe to say that I won't be trusting Webroot when it comes to PC games ever again after that.
