Fix for massive performance hit when going under water,

In the new GTA V enhanced going under water tank the performance so hard its almost unplayable, but thanks to BenchmarKing video he found a 'solution' for this issue, make sure you set the water quality to ultra while keeping reflections quality at high, this will keep the performance intact while keeping the nice quality of water and reflections,
