Tried 1 public session and it seems to me that they fixed some issues but not all, I at least saw 1 person teleport but take that for what it is, anecdotal evidence.
still has annoying features like npcs randomly jerking out of their lanes, at incredible speeds, into your car to make you crash and Robocops with the accuracy of James McAvoy from Wanted shooting you through a tiny peak hole in your fully armored vehicle while driving at 200mph. which all add too the annoyance of having to deal with players whose only purpose is to go into gta online and kill other players.
Game seriously needs pve servers. If I were you i'd look for a discord group or something that does invite only sessions with rules against behavior like that. To be clear i don't care about other players killing me if I'm doing some sort of activity where they can profit if they do kill me. Targeting friendly, non-hostile players and killing them over and over and over again while they spawn is absolutely pointless, those players leave and all thats left is toxic twitchy try hard players that kill each other before they get killed.
we are part of an established Discord server and that is how we communicate.
we are not online 24/7 though (work,parenting,life) but not one of us will ever cheat.

Are these cheaters using mod menus ?
Honestly, if you do Invite Only sessions you can do everything in GTA by yourself if you want. The only downside is that you'll need people for heists, and you'll need to be prepared to grind a lot for stuff if you're just soloing all the time.
