"WHAT DO YOU MEAN I HAVE ZERO HOURS CLOCKED IN IT?!!"
I chuckled. Have a jester.
Some basics here: the original GTA V is now called Legacy and you have a "free upgrade" in your library, because R* is giving anyone who bought their game a free chance to move to the "next gen" version (called internally "gen9").
It's basically a carbon copy of the E&E from PS5 & xbox series X/S, with just added code for PC keybinds. There's a line within the Upgrades.cfl file, about text chat, that proves a console port, and not a standalone PC version made from the screatch ("Textchat option has not yet been added to online for gen9"). People whine, that "text chat has been removed" as in some conspiration about censoring and moderation, but in fact R* just being R* with their long history of screwing things with almost every DLC they chuck out, they just messed up and are going to fix it eventually.
So all in all, yes, Enhanced is a separate game from Legacy and it appeared in your library as a "free upgrade", because you've bought GTA V (now called Legacy).
Fake hours. 100%, no one can legit have that many
There is absolutely no sane reason to code a game from scratch just cause you releasing it on other platform, this is dumbest thing I've heard all day.
You also cannot just compile the PS5 or XSX version of the game and call it a day on PC, the game binaries and dependencies are entirely different due to hardware and APIs (same way PS5 and XSX versions are different from each other).
This is a PC port, not a console port, period.
