There is a sub-folder in your gta main folder that says "D3D12-REDIST" with two files on it. Move those two files (the .dll ones) to the main folder just where the "GTA5_Enhanced.exe" is and you shouldn't have the problem anymore.

already did this but then another pop up appeared saying ERR GFX D3D NOD3D12, am i not supposed to move the D3D12 files?

this just happened to me in singleplayer. was playing the stretch mission where the ballas set you up, i killed the helicopter's pilot and when the heli was about to explode, my game crashed.
