there are 3 tabs on main menu

Online
GTA+
STORY

try going to story tab and load story mode

Delete the online components and files from your install folder. It reduces the size by a good bit as well, since GTAO stuff isn't needed.

just tried putting steam in Offline mode but it still takes you to the Landing page

That's what my thread was about, sorry if it wasn't clear. I don't care about online since long time so it was nice to have the game launching in solo without a main menu.
