What nVidia driver you using? i got Four Systems here at my place.

Main Rig (Negra6):
Win10 22H2
I5 12600
RTX 4070
32GB DDR5

2016 Rig (Negra5)
Win10 22H2
I7 7700
GTX 1070
16GB DDR4

Daughter Rig (Negra4)
Win10 22H2
FX-8150
RX 5500 XT
8GB DDR3

Son Rig (Negra3)
Win10 22H2
FX-8320e
RX 550
8GB DDR3

On my Son system it can run it if everything at min at 720P, anywhere from 48-60 fps. My daughter system runs much better anywhere from 70-80 fps all at min Settings at 1080p.

NOW CHECK THIS OUT:

On my old rig i could cram everything up to Ultra (if applicable) and Very High settings at 1080p, it maintains a min of 62 FPS and 120 FPS. Except for "Reflections", which i had to set on "Normal" or "High" (very very taxing on this system). I did noticed that on release on March 4 on this particular system it was working fine, then on March5 i updated nVidia drivers from v566.36 to v572.70 and i saw constant FPS dips to 30 FPS, completely UNPLAYABLE. But since this Enhanced version been updating daily anywhere from 4-9GB daily, i thought it had been one of those updates that rekt my performance on that system, i was really mind blown because on March 4 i tested all the systems and it was working FINE on Negra5, but soon i remember i upgraded drivers. So i went back to v566.36 and there it was! performance Skyrocket again and no more 30 FPS dips on this system.

IN RESUME, AVOID latest Drivers like the Plague. You might want to try drivers v566.36 or a bit older than those, nVidia might had screwed something for older systems on the latest drivers.

Make sure your game isn't running on the integrated graphics. In the settings, it should show your graphics card, not whatever your CPU uses as an iGPU.

no idea then tbh all you can do is turn off setting by setting to see what it is? maybe try having v sync on to
