Or are not staying 'in' their own contained folders?
Or you mean 'versions' of each and not mixed legacy/enhanced.
Then yes, that file can get screwed up for a bunch of reasons.

Also, fairly sure from last check - that the R* instructions only deal with the /social club or /launcher folders in my docs / rockstar games - and not the game folder. when in doubt, you can just rename them all to -old as a test, it will regenerate.
Then of course, onedirve causing problems. Cloudsaves causing problems (turn that stuff off unless you absolutely need it - but certainly test with it off/disabled), 'sometimes' controlled folder access blocking various gtav/r* launcher, actually connectivity issues (modem/router, isp, dns, firewall, hosts, and on and on - some things you can change/reset - some things possibly not on your end), and more.
There's so many ways to have problems and R*'s help faq's usually cover.. 1-2 fixes. -.-
-btw, - not saying this won't work - that file has been a problem for many years. was about the issue happening between versions, etc. personally haven't experienced it. was more about clarification.
I had set epic to use the same gta install folder as steam to save having 2 installs.
Egs users could play yesterday, Egs posted a message/working on it.
