LOW FPS WITH LOW GPU USAGE
My specs are 4070, i5-10400F, 16 gb RAM, SSD M.2 1024 gb, QHD 144hz monitor, all drivers are fresh.
DLSS turnes on and every graphics setting is maxed out, except for ray tracing, it's turned off.
In benchmark test for the most part I get 100-120 FPS https://imgur.com/a/TjS1G15 , but when camera gets off the jet to the car in Los Santos, FPS and GPU usage go way down https://imgur.com/a/gHmhhxx
It was like that in Legacy too, but here we are again.

You're not going to get well over 100FPS in every game just because you have an RTX4090.

It's almost certainly a CPU bottleneck. There are PLENTY of games that get bottlenecked by the CPU with that CPU/GPU combo. There's tonnes of videos and articles showing just that.

Conversely, most situations are probably limited by your GPU. Depends on the game, settings etc.

I've had a CPU bottleneck in GTA V EE with the following specs:
R7-5700X3D
RTX4070

Your CPU is almost exactly 10% faster and the same architecture. I was sometimes down to around 85% GPU usage meaning a CPU bottleneck. I was up around 90/100FPS as you mention.

So ya, a CPU bottleneck meaning the RTX4090 probably isn't doing much better than an RTX4070 at times. Game updates may or may not help that, but you're also probably going with HIGHER Ray-tracing settings than me so your results will vary a little.

I'm not sure what you're expecting. But there's always a bottleneck somewhere. Many older games get bottleneck by a modern CPU and high-end GPU because the per-core CPU performance doesn't scale up as much over time as the capabilities of a high-end GPU.

Getting to 2x the per-core performance of a CPU takes a long time. Whereas a GPU with its parallel architecture can more easily brute force things.

CPU bottlenecks are going to continue to be a problem which is why game design is trying to get around this issue. But it's challenging and slow.

Look like this game did not optimize for hyper threading. I turn off hyper threading in bios and now I got 100% gpu usage again. Let me know if it work for u guys.

Well, just because its not working for you dont mean its broken for everyone.
And just because it's working for you, doesn't mean it's working for everybody else.

And just because you don't realize that going underwater completely breaks the performance for all system involved cause rockstar apparently forgot to make that raytracing tweakable from the settings just because you didn't submerge to find it out yourself yet, doesn't mean we are wrong.
To fix that, set your water quality to normal. Any setting higher than that is intended for faster, more modern GPUs.
