The game is not optimized.
We've been waiting for this update for 3 years, and now, after all this time, it's finally coming to PC. I have an RTX 3060, and with ray tracing enabled at 1080p, I get 60 FPS— but in the city, it drops to 45 FPS. The game is clearly unoptimized. How is this considered proper development? Why did you release this update like this? You've added features like DLSS and FSR, but all they do is make the game blurry. They don't increase my FPS, nor do they make me happy. THIS GAME NEEDS AN OPTIMIZATION UPDATE. I'm not the only one experiencing this issue. Why aren’t you checking the reviews?

You don't understand! There is nothing wrong with my graphics card, so why is it performing so poorly in the game? Do you even check the updates? You're just making fun of me! My friend with a GTX 1660 is getting better performance than me. Another friend with a 4060 and a 7500F system is getting the same FPS as I am. I saw a post on Instagram where someone with a 4060 and a Ryzen 5 5600 was getting 80 FPS at 2K resolution. So is my friend's system also broken?
On a forum, I met someone with a 6700XT who gets 200 FPS at 1080p with RT on, and a 2060 with an i5-9400F is performing better than me. Meanwhile, a 2060 with a Ryzen 5 5600 is running the game at 25 FPS? There is definitely something wrong on my end! Why do you think so many Reddit threads are discussing this issue? Why are the Steam reviews only 54% positive, with nearly everyone complaining about optimization? If you're going to make fun of me, at least use your intelligence instead of talking nonsense. Check Reddit and Steam reviews!

cause they optimized this game for older gpus instead of newer gpus

so it is your card since your newer card is not optimzed for this game whilst older cards are

This may be the funniest comment I have seen in my life, my friend. This update is basically a graphics update and optimization update, isn't it? Now you’re telling me this update is for low-end users. Are you serious, or are you just joking? Please tell me you’re joking. Are you saying that mid-tier cards are not optimized for this game? No, my friend, older cards still can't run this game at high settings; they can only play it at medium settings. It works differently on every system. People on Reddit have mentioned optimization issues even with a 4080. My friend's system is better, yet a worse system performs better than his—how is that possible? That shows that there’s an optimization problem with the game in conflict with it. Some people can play this game well while others face performance issues. It’s that simple. If I can get better performance from a worse system, the only reason is that Rockstar has failed to optimize the game properly. If the game works well on your system, that's fine, but that doesn’t mean the other 46% are able to play it well, and they won't be able to.

sounds legit! I have a 4070Ti (nearly 50% of a 4090) paired with an i7 9700k.
RTmax @ 4k native = 40-60fps, in heavy situations (night & rain & +15 cars around) I had drops to lower 30s...
Followed BENCHMARKINGS Optimization Guide: got a damn close to RTmax looking setting with 65-90fps @ 4K+DLSS-Q now.

one strange thing: 1440p is kinda messy.
It makes my 9700k bottleneck far more than normally and the 4070Ti refuses to use more than 70%... I barely gain fps when reducing from 4k to 1440p - just my power draw is in half (<100W) then.

Further: can't override DLSS like other people... Nvidia app can't detect gta and nvidia profile inspector can't change anything too.... Any ideas what's wrong??
it is crazy good optimized, but one problem is that the game is from 2013, rewriting the whole game code to be multi threaded on the cpu is absolutely not worth it.

Game engine has improved regarding water, grass and distance scaling.
Online has big drops and weird stutters but it's related to netcode imo.
And some with just bad GPU driver.

Idk if I'd agree with that. There's very noticeable asset pop-in only like 20 feet away while driving in any part of the map.

I know its not the same but I'm getting 60 fps average with very high RT and settings with DLAA + graphics mod, around 70-90 outside of the city. This is in 1080p with an rtx 4060 mobile with the laptop set to balanced mode, so somethings up with your rig but its not the game

op is clearly buggin tho lol. the 3060 is complete trash obv it wont deliver good performance with ray tracing

Cool, because I guess a GPU is all you need, right? A CPU and memory does nothing for performance, right?
