Then you get into onedrive being used and not on causing interference. Then controlled folder access being on and r* launcher/social club/gta5 enhanced - not being allowed. Toss in a side of 3rd party antivirus or security, non-default windows defender exploit protection settings - like mandatory ASLR. Problems with N/KN windows/media feature pack issues. Malware/adware and conflicting/ background apps and overlays.
Even running steam, or R* launcher, or gta5's .exe's as admins sometimes was all it took. Sometimes, none of those - sometimes... all of those. And, lets not forget the R* launcher/social club installs - verifying they are 'properly' installed - even uninstall/clean reinstall them.
Throw in a side of problems with my docs / rockstar games and subfolders. You can even RENAME (so you have it as a backup) this my docs / rockstar games to -old ---- just to rule out everything there. If it works, you can cherry pick your settings, saves, etc out of the old and into the new.
There's even more that the above. And that's just.. stuff that is known to cause issue in the past. Not necesarily 'now' IF R* resolved any of those issues, nor does it account for any new problems, sadly.
Heck, I'd even open R* launcher by itself, sign in, settings, and disable battleye - as a test, and see if it will load with that disabled. Then you could possible narrow it down to that being an issue, and look at it's install, requirements, help, interference from antivirus/security, whitelist/excluding things, etc.
Of course, there is also the my docs / rockstar games / launcher / launcher.log and potential for it to spit out some functionally useful into to try to help narrow things down.
Old link or similar/related info - obviously adjust for 'gta5 enhanced' folders - it may give some more ideas for things to test/rule out. Especially for those that only verified files or reinstalled the game. So many places to have issues -
